How would you?

Im just wondering, How would you create a server like this. Just a private server with only local connections for just me and my internet. Does it require coding? Please help me. I cant find the information anywhere. I would be so grateful to someone who could help me.

So that I have my very own flyff so I can program the shops and etc. And use the GM tools and stuff like that.
